Providing expert technical consulting services based on over 30 years of experience in the construction industry with emphasis on industrial, commercial and transportation facilities, as well as utility projects. Mr. Langford is experienced in all phases of the bid/proposal process, contract negotiations, field supervision, project administration and liaison, as well as property valuations. He has provided expert services on reconstruction projects for property and casualty clients, litigation support for construction claims cases, construction and management consulting to bonding companies during the administration of contractor default claims, and provided expert witness testimony in a variety of cases.

Professional Experience:

Consulting Services

Langford Management Associates, Inc.

President - Direct and control all operations of the management firm including construction management services, catastrophic losses to the insurance industry and litigation support for construction and insurance-related cases. Mr. Langford is involved in providing construction management services as the owner's representative on construction projects, and performing claims management support services for construction related litigation.

Project Manager/Consultant - Assisted The Aetna Casualty and Surety Company in managing the claim for a fire-damaged 38-story highrise office building in Philadelphia, PA (One Meridian Plaza). Coordinated and managed the stabilization phase operations on site for more than two years leading up to the planned rehabilitation of the structure. Established cost control procedures, approved payment requests from consultants and contractors, established field monitoring operations and coordinated the activities of all consultants and experts during evaluation and repair design activities. Also provided construction expertise in overseeing the reletting and analyzing of construction projects for completion under bond default claims for national and local contracting firms. Provided expert witness and fact witness testimony for various insurance claim litigations in addition to the Meridian Plaza case.

Construction Services

Mellon-Stuart Company

Vice President - Carried corporate responsibility for obtaining and administering negotiated contracts and developing guaranteed maximum price proposals (GMP), lump sum bids, construction estimates, value engineering analysis, and scheduling activities. Member of a three-man senior management team responsible for preconstruction and contractor activities for all projects within the NE corridor. This work involved constant client interface and project supervision, as well as directing the operations of 15 preconstruction professionals and 75 construction specialists.

Day & Zimmermann, Inc. - M.D.C. Systems, Inc. (Subsidiary)

Manager, Estimating & Cost Control - In directing the estimating department as a profit center, Mr. Langford was responsible for securing service contracts to achieve established sales and profit goals. In this position, he was also involved in providing estimating support for the parent company's in-house engineering, architectural and claims management consulting groups. This work included cost and schedule analysis for a variety of construction claims and engineering design projects. The average project size for this work was between $15 and $20 million.

Gilbert/Commonwealth, Inc.

Supervisor, Civil/Structural Cost Engineering, Construction Services Division - Managed a professional group providing pre-construction and cost-related services to a variety of clients and projects. Established department budgets, marketing strategy, policies and procedures, in addition to developing in-house training programs and participating in sales presentations company-wide. Mr. Langford supervised the preparation of feasibility studies, economic evaluations, cost estimates, and accounting operations for commercial, utility and industrial clients. He evaluated contractor/subcontractor bids and recommended the awards on CM projects.

Management Consultant, Management Consulting Division - Performed commercial property appraisal work for a variety of clients primarily involved in sale, acquisition, merger, plant improvements, and internal accounting. Headed a privatization study of a South American electric utility company with assets of $1 billion.

Meridian Engineering Company, Inc.

Chief Cost Engineer - Supervised corporate estimating staff on a wide variety of construction management projects ranging in size from $5 million to $150 million. Instituted estimating department procedures and established computerized estimating systems. Additionally, Mr. Langford directed the preparation of conceptual design development and final design cost estimates, along with value engineering studies, throughout the design phase of various projects.

Turner Construction Company

Mr. Langford served in several capacities during his time with Turner:

Construction Superintendent - On-site supervision and coordination of subcontractors during construction of highrise office buildings, condominiums and apartments buildings, including scheduling, material expediting, and review and approval of invoices.

Project Engineer - On-site liaison between owner, architect and contractor. Reviewed and processed contract changes and invoices submitted by subcontractors.

Senior Estimator - Prepared lump sum bids and detailed estimates for various commercial and industrial projects. 

Field Engineer/Supervisor - Bechtel Corp., Ebasco Services, Inc., Babcock & Wilcox Co.

For 10 years prior to joining Turner Construction Company, Mr. Langford worked in field supervisory positions for several large construction firms involved with heavy industrial construction projects, such as fossil fueled and nuclear fueled power plants, electric transmission lines and paper manufacturing plants. These positions required on-site supervision of labor operations, material purchases, and scheduling of equipment. Other responsibilities included inspection of concrete placement, structural steel, piping, process equipment installation, and electrical systems and equipment placement.
